The GPS is capable of locating the car's position to approximately 15m provided there are no obstructions such as heavy tree foliage, tall buildings or tunnels.
The VHF radio, with wireless data modem, transmits a packet of information comprising vehicle location information and other information at a data rate of 1200BPS once every minute on the 144MHz amateur radio band at a power level of 25 Watts. If the radio frequency is busy when the radio is ready to transmit then it will wait until the frequency is clear. A network, known as the Automated Position Reporting System (APRS), of interlinked base stations and mobile stations is in place that receive the transmitted signal from the car.
Dave's house is configured in a similar fashion to his car, except it doesn't move as frequently... Therefore fixed locational information is transmitted, without the need of a GPS, and the frequency of updates is limited to every 30 minutes.
